Well the bad news is probably the FUEL PUMP is bad.I am pretty sure the model year you have is fuel injected and the pump is in the fuel tank.You have two choices to do the repair.One is drop the fuel tank(my recommended way) or remove the bed of the truck.Unless your just bent on the issue check the fuel pressure with gauge hooked to the fuel system to varify the psi.I would bet money hands down the fuel pump is just not pumping fuel at the required fuel pressure and exactly duplicates the problem you have on just about any vehicle carburated or fuel injected with the filter changed and the relay pointless if the pump was working to begin with just too low of fuel pressure!

The only fuel filter on the 1999 Protege is a "sock" on the fuel pump pickup tube inside the gas tank. The sock can't be replaced seperately from Mazda, you have to replace the fuel pump which does not include the sending unit.

Don't know what year model your pickup is but on 1994-2005 4-cylinder DOHC Mazda engines, the switch is screwed into an oil filter adapter located at the oil filter. Haynes Repair Manual 1994-2005 Mazda Pickups.
i just had mine replaced by a mechanic and he told me it was sitting on top of camshaft
On my 1994 B3000 pickup it is located inside the frame under the drivers side door.
All my research said it is against the firewall,near the battery after much searching I could not locate, somewhere I read they relocated it to inside the fuel tank Fuel filter is located inside the gas tank and is part of the fuel pump pickup and cannot be separately replaced.
The fuel filter for a 2005 Mazda3 is integrated with the fuel pump and is not supposed to be replaced. Your owner's manual will confirm this.
