There may not be a cable, it may be electronic (as was the case with my 92). If so, there is a speed sensor on the driver's side of the transmission tailshaft.
You can fix the speedometer in your 1994 Oldsmobile 98 by replacing the speedometer cable. If changing the speedometer cable does not fix your speedometer you will need to replace the entire speedometer.

The speedometer is electronic...there is no speedometer cable.
The most common reason for a speedometer to fail is a broken speedometer cable. Loosen the nuts on each end of the speedometer cable. Remove the speedometer cable retaining clips. Reverse the process to install the new speedometer cable.
