I am responding to this question because the answer is near and dear to my heart. I work within corrections and have a passion to aid the elderly ex-offender succeed upon release back into our communities. They have specific needs that are not presently being met and my upcoming Masters Thesis will be regarding the gaps in services for this cohort. The first requirement for establishing a halfway house of any type would be to do comprehensive research in various areas:

1. Know your target population thoroughly. 2. Research the zoning in areas where you may think your halfway house should be located. 3. Determine the mindset of the residents in the neighborhood in which you intend to establish your halfway house. (For instance, if you are doing drug rehabilitation it may not be wise to locate your halfway house in an area filled with pushers and users) 4. Research all avenues of sustainable funding. (A solid business plan is imperative for success) 5. Seek out founders of other successful halfway houses and learn from their mistakes and experience. Once you have done all of your research then it might be advisable to speak with city government officials about your intentions, attend townhall meetings, join the Chamber of Commerce, and participate in any other relative community organizations. I look forward to the input from others or any who would like to aid me in the development of services specific to the needs of elderly ex-offenders.
