That's normal. The fuel cutoff does not cutoff the fuel by being pushed in, it cuts off by being popped up. Using a small screwdriver in the slot, push the button up until it pops. If the car is running, it should slowly stall and die. Now, if you did THAT, and nothing happened, the fuel cutoff needs to be replaced. Pushing the button in RESETS the cutoff, it does not activate it.
