you can't you have to wait 10 days of senority on howrse and pass the riding level 2. you can just log on and wait 10 days.
after 10 (i think) days on howrse (i mean days you go on howrse) you need to have done riding level 1 then go to the riding level page and take the test. Yeah it is 10 days but you have to have logged on for 10 days and done your 1st riding level like you said Riding levels no longer exist on howrse so you can't get to riding level 2 any more. Its equvalent is now 10 days of seniority (you log in 10 times on 10 different days.
