After liftoff, the space shuttle rolls upside down as early as possible so that the commander and pilot will see the Earth's horizon as early as possible. During launch, the shuttle is constantly pitching over until it is eventually parallel with the Earth's surface. The pitching maneuver will make the Earth's horizon slowly come into the astronaut's view from above. Having this view would make it possible for the commander to manually steer the shuttle into orbit in the extremely unlikely even of an automatic guidance system failure. If the shuttle was right-side up, the external tank would block the commander's view.
