First you need to capture a Pokemon with a Water PokeAssist and another with a Rock PokeAssist. Trap Charizard in the water bubble and flick the the dirt given to you via the Rock PokeAssist. While Charizard is stunned, electrocute it (with Plusle or Minun) and capture away! Update: Capture a Poliwhirl (which you can find I assume) and while it's flying around, use Poliwhirl's Poke Assist, watch out in case Charizard flies into the bubble that you are currently creating, but otherwise after it is trapped, its easy. Circle like mad. I would NOT consider using Plusle or Minun because Charizard flies offscreen a LOT
If held by a Pokemon it will increase the power of rock type moves such as rock slide or rock throw. Giving it to a rock type Pokemon is highly suggested.

A wide variety of Pokemon can use Rock Smash. Most Fighting, Rock and Ground type Pokemon can learn the move Rock Smash from the TM or HM depending on the Pokemon version.
The most effective in rock type Pokemon is water Pokemon ofcourse.

There is no rock climb in pokemon saphire, but there is a rock climb in pokemon diamond and pearl.
If the rock is grey, you need Strength. A lot of Pokemon can learn it: see if you can teach Strength to a Pokemon. If the rock is cracked and brown, you need Rock smash. Try to teach it to your Pokemon. Good luck!
