The problem is most likely the fact that you have the original Sims 1. 'The Sims Deluxe' uses the cheat 'rosebud'.
The cheat for the original 'Sims' is 'klapaucius'. Sucks, so much harder to remember.

First create your family, then move them into a small house or small lot. Then type control+shift+c and a cheat box should pop up at the top of the screen. Type in "motherlode" for the sims 2 and 3, or "rosebud;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;" for the original sims. Then, move out your family with a button on the top of the neighborhood view for the original sims, and a button in the bottom near create a family for the sims 2. You should then be rich! Pick any big house you want to move your sims into!
