There is a gem store to the east of Falador.
The jewelry store on the RuneScape map looks like a red circle. The symbol is meant to look like a gem, but to some players, it may not look like one. It should be noted that gem shops are rarely in stock.
To get uncut diamonds you can get them as a monster drop, from one of the gem stores, buy from other players, or purchase through the grand exchange.

You just simply use an Enchanted Gem, you can buy them off a slayer master.
cutting trees sometimes a nest will fall and there will be either seeds, a ring, bird egg, or, gem in it. im not sure if a gem is a nest drop correct me if im wrong.
If you have the required magic level, runes, and jewelry, you can enchant anything from sapphire rings to onyx amulets. To enchant, open up the magic spellbook. Select the enchant(insert name of gem) spell, and cast it on any ring, necklace, amulet, or bracelet with that required gem attached to it.
To cut gems on runescape you must have a chisel, and use the chisel on the gem. also, you need the required craftig level to cut the gem. hope that helps =]
