The ECM on a 1992 S10 Blazer is located below the glove box.
They have a circuit breaker in the fuse panel. It's the fuse that's burned out. Power Seats are definitly a circuit breaker not a fuse. It should be located where the relays are, possibly under the glove box.
May be an auto resetting breaker in the main power dist. box under hood

The fuse box is either under the dashboard on the driver's side or on the side of the dashinbetween the door and dash. The breaker box is usually under the hood.
