They have a circuit breaker in the fuse panel. It's the fuse that's burned out. Power Seats are definitly a circuit breaker not a fuse. It should be located where the relays are, possibly under the glove box.

The 1996 Avalon does not use a fuse that is specific to the seat. The car uses the door fuse link for the power seat.
The power seat on a 2001 Subaru Outback can be fixed by replacing the motor or fuse. The wires may also come loose over time which must be re-seated.
Under the front passengers seat
There is no dedicated fuse for the power seats.
Because everything has a lifespan. Or maybe it's a fuse.
