There is no dedicated fuse for the power seats.
The power seat on a 2001 Subaru Outback can be fixed by replacing the motor or fuse. The wires may also come loose over time which must be re-seated.

After much searching it was found under the drivers seat. Under the carpet just under the right rail/foot of the driver seat. Under here is the power window circuit breaker and relay as well as the automatic seat control (if your car has one)
Power seats are usually on a breaker, not a fuse.

on a 2003 Ford Explorer ( 4 door ) in the fuse panel below the dash on the drivers side , fuse # 1 is a 30 amp fuse for the driver power seat , memory seat module
I have the same problem on a 2000 ML320. The power passenger seat stopped moving and the fuse/relay panel has nothing labled as power seats.

The power seat fuse on a 1999 Chevy Tahoe is located in the main fuse panel near the hood release. A fuse removal tool is needed to removed and replace the fuse.
I have not tried to install a seat heater. Assuming that you have a seat with heater that you wish to use, Subaru tends to not include the wiring unless that option was ordered from the factory. You will need to install all wiring up to the fuse panel.
