Not to be a dick, but probably Windows ME. It's time for you to upgrade to windows 2000 or XP, or if the computer is super old "upgrade" back to windows 98. The best joke I've heard in a long time:
A speaker at a podium "As alcohol consumption increases, programming ability decreases, the exception being a spike between .13 and .139 BAC, which lends super human programming ability. Now this doesn't mean you can just give a team of programmers a years supply of whiskey and send them on their way."
Audience member "Has anyone actually tried that?"
Speaker "Remember Windews ME?"
There is no hard drive recovery software installed on my computer. Most computers will require this software to be installed by the user. There are many options available for hard drive recovery software.
It is fairly important to have hard drive recovery tools installed on a home computer. This is especially important if someone has very important files or programs on their home computer that they cannot afford to lose if the system crashes or a virus erases the hard drive.
It depends, but not usually. Manufacturers tend to customize their recovery CD's. Some can even tell if the hardware is actually the same hardware that the CD was intended to be used on. But if that's not the case, then yes the recovery CD can be used on a computer with a blank hard disk. It's intended to be used in cases of catastrophic damage to your system. The primary concern is licensing (assuming you're talking about a Windows OS). OEM versions of Windows are typically non-transferrable and are intended for the computer it was originally installed on. The Certificate of Authenticity stickers on the outside of cases are made in such a way as to be hard to remove without destroying them, and are again intended only for the computer that the software was originally installed on.
There are programs available to assist in recovery of MacIntosh Data. These programs have to be installed on the user's computer prior to being used.
Data recovery services are offered by a large number of different businesses that specialize in this form of recovery. Hard drives, critical server drives and other partitioned pieces of hardware can all be used to retrieve data from when you computer crashes.
Windows Recovery Enviroment (Windows RE)
What it contains varies, some hardware, it merely contains various files each with a set of instructions, other pieces of hardware e.g. laptops; the partition contains folders with copies of the drivers and pre-installed programs. Some computers have a third partition called the back_up partition to do this, just leaving the factory instructions in the recovery partition.
There are two options. If the computer has a recovery partition, then the user can press a designated key during boot to start the recovery process of th recovery partition. Option 2 if the computer has no recovery partition and or the Hard drive died the with a new hard drive installed it can be recovered from the recovery CDs/DVDs. This process is a bit more complex because sometimes the user needs to change the boot sequence to boot of the DVD-ROM device. In newer mother boards there is a designated key which the can press to select the boot device. Usually the key is F12. Computer Manual http://www.ComputeSimple.com

The Windows Recovery Console was featured on Windows 2000, XP and 2003. The user needed to install the Recovery Console from the Windows CD-ROM before being able to use it. This can be accomplished by starting the computer with the Windows CD-ROM in the drive and hitting the "R" key during setup. From there, the Recovery Console will be installed and accessed.
