If a company is performing well staff are usually rewarded with a bonus or pay increase if the company does badly these are usually put on hold. If you need to let your staff know there will be no salary increase this year you should include in your letter the reasons why, let them know when the next increase or salary review is likely to be, be sure to include that you appreciate their work and if possible and appropriate offer an extra day off or similar to show you value their hard work.
