I have the same problem in a 2000 Sebring. You can't pull the seat belts out of the seat's retractor. According to the owner's manual the seat belt mechanism needs power on to allow the seat belts to extend. When you open the door or put the key to accessory position power is allowed. The fuse for the seat belts is listed with the flashers and the flashers work ok. I will post more after I fix it. There is a wire connector under the seat that controls the seat belt mechanism. You have to make sure it is connected otherwise the seat belt will remain in the stuck position. I had the same problem, seat belt was stuck and I couldn't use it. I discovered the wire wasn't connected under the seat. Once I reconnected it and turned on the car I was able to pull the seat belt out.
it may just be stuck, or it burned out and needs to be taken apart. A dealer will charge you for electrical work use the emergency seat belt crank in the back seat near the door pillers should be an access pannel about the size of a silver dollar believe can be turned with an Allen wrench get it all the way back and call it good the motor for the seat belt is not a cheap fix
check your door sensor. sometimes the seat belt or other object get stuck in the door when closing and over push in the button. get a flat head screwdriver and pry it out. close the and it will push in the proper distance.
Check for a blown fuse first. Release the belt by pressing button at upper buckle, make sure belt to side of console is not jammed(common). Try and help motorized buckle end as you open and close the door. You should be seated in seat so the buckle does not hit you .
Take to a Honda dealership life time warranty, it is a common problem i have a 90 lx also and just had them replaced at no charge
It is probably because the sensor under the seat for the seat belt has disconnected --Same thing happened to me. The light would go out when I pulled on the seatbelt. The reason was the simple fact that the belt was twisted before it came out of the shoulder "bracket". Oh... The sensor is in the door post, not under the seat. I also thought of that eventuality and checked. Nope, no sensor under the seat!

If you mean the seat belt, then your best bet is to use the manual override to put it in a useable position. Follow the panel behind the door (next to where the belt should stop) to the floor, there should be a plastic plug that you can remove to reveal the override. There should be a tool with your lug wrench that fits it. As for fixing it, check the fuse panel, door close switch/sensor, and belt motor.
Front seats: Driver side belt is bolted to the floor under the the drivers seat. Rear left bolt or rear bolt closest to door. Pass side is bolt same way, but the bot is on right, closest to door. Both drive and pass side have plastic pillars that pop-off, which hold the bolt that secures the other side of the belt. Rear seats: Pull the handle next to the seat, between seat and door. This will allow you to drop the seat forward, the other lever on the same side will allow you to lift the back of the seat up. Remove the seat by pulling the bar under the seats. Belt is secured to the seat itself.
