I was told that on a Honda there is a circut that will make the seatbelts lock up. I the case of a car accident the seatbelts will lock down and you will have to be cut out of the belt. Over time the circut can get corroded and will lock the seatbelts down.

I had the same problem with my old 91 Carolla. Check the shift assist button in the front left of your shifter. I might be jammed or stuck which could be the cause of your locked up shifter. As for fuses, are you putting the right amped fuse in the right position?

Why wont the front brakes release on my 1978 Jeep cj5?

you had better check that out thoroughly, it isn't normal for that to happen. Front and rears should be drum brakes, and theres really no valve to malfunction. My first thought is that the cylinders have overextended and cocked sideways locking the shoes against the drum, this could happen if the shoes were extremely worn out, or the assembly was put together wrong. Second thing to check isn't even the brakes, your front axle may be locked. The next time the front brakes are locked up, open one of the brake bleeders up front. If the pressure releases you have a restriction in the hydraulic system such as a pinched brake line or a collapsed brake hose. If you open the front bleeders and the front brakes are still locked up and they are disc brakes, you may have stuck/frozen brake calipers or stuck caliper slide pins.

The only cure is to replace the seatbelt it is a safety issue, supposedly the seatbelt is not completely safe if it has locked up during an accident, however i did hear that sometimes if the electrical connector to the retractor is removed it will unlock.

There is a seat belt timer control module located under the center console. If both front belts do not release this may be what is wrong. The solenoids for the seat belts need a ground in order for them to release.
