I'm familiar with this old saying and it is basically untrue. A barking dog can and will bite. Don't look him in the eye and slowly back away until you are a safe distance. I'm never sure where these tales come from but some can be dangerous. You also can't trust a dog that is wagging his tail. A wagging tail is not a good indicator whether a dog will bite or not.

I would respond that that may not be the best way of telling if a dog will bite. Often small dogs bark more than big dogs and they are also often the most likely to nip. Many guard type dogs bark as a warning and they too will bite. There are much more reliable ways of telling if a dog might bite. If you do not know a dog then it's best to approach with the assumption that the dog may bite. Better safe than sorry!
