The "rules and laws" for the US government consist of several items. The Constitution and its amendments form the organic structure of the government. The United States Code is the massive body of statutes passed by Congress since the inception of the Federal government. The Code of Federal Regulations is the other massive body of rules created by the executive branch to put into effect various statutes passed by Congress and executive orders issued by the President.
