Shetland ponies are what is called "good doers", meaning they are very economical to keep because they can live on very little grass. They get fat really easy.
To prevent laminitis, limit your Shettie's access to fresh green lush pasture. Stable it in a yard with a sawdust or dirt floor, or if you don't have access to a yard then use a lawnmower to cut a section of their pasture low and get rid of as much grass as possible, then either build a fence or use electric tape to keep the Shettie enclosed.
Every day for about two or three hours let the Shettie out to graze and romp as they please. When they are shut up you can feed them hay to stop them from starving.
Horses get laminitis mainly from really fresh grass, especially in spring, so limit the Shettie's access to that.
