1.randomaly,there is chance of 1/8192 of Pokemon being shiny.
2.using the poke-radar, if you win/catch the same Pokemon consecutively about 40 times, you will be able to see really shiny grass square, where you will be able to find a shiny Pokemon that will be the same Pokemon you win/catch 40 times consecutively wth the poke-radar.it not must to be just 40 times,it can be less and it can be more.
you might be referring to a "shiny" Pokemon it is a Pokemon with a different color then its average species example is a gyrados: mainly there blue but a shiny gyrados is red its as close as an awsner can get :D
Shiny Pokemon are Pokemon that have an alternate coloring. They are extremely rare, so you should try to catch one if you see it.
