The shortest route from Virginia Beach to New York City is going through District of Colombia, Delaware, Maryland and New Jersey.

You can also go this way bypassing D.C. completely:

1. Take U.S. 13 NORTH, from Virginia Beach (across the Chesapeake Bay Bridge-Tunnel), thru Maryland, to I-95 via DE-1 NORTH in DELAWARE. You will be taking EXIT 165B off DE-1 to get onto I-95 NORTH to WILMINGTON.
2. Take I-95 NORTH to the N.J. TURNPIKE - NORTH to NJ-NY (via I-295 NORTH across the DEL. MEM. BR.)
3. Take the N.J. TURNPIKE (toll) - NORTH to New York.
