There should be some separation but not a complete separation between public administration and people. The workers in public administration are working for the people. However, they are working under the direction of the elected officials. Their job assignments must be clear. If the politicians have determined that one project will be done and another will not, that is what the public administrators must do even if it is a totally stupid decision. There is no way in our system to separate such a decision from politics. However, how a public administrator works under such conditions should be his decision if he is an expert in his field he should report to one boss.

Can politics and administration be separated?

no it cannot be separated. it was explained by Hubert Simon that they are one in the same. they both cross over into each others' field. for three reasons:1) legislation is ambiguous, ( Civil servants are left to interpret the laws/guidelines E.g. Ministry of Finance- Financial Regulations etc).2)bureaucratic legitimacy, ( To be perceived as legitimate, bureaucratic officials have to be perceived as responsive to public opinion and concerns. This means, in effect, they must be politically sensitive and responsive).3) not all politics is partisan politics, (Even if government agencies and departments hold themselves aloof from the ideological quarrels and power struggles of politicians, each agency will still seek to protect its own administrative turf. In other words, public administration may pursue their own "Bureaucratic politics').

Is political -administration dichotomy sustainable?

A politics-administration dichotomy is an administration that can be apolitical. No administration has ever been formed that has ever come close to being apolitical. Politics is what a government does and administration is how it does it. "What do I do?" and "How do I do it?" are related questions no matter what field your in. Politics-administration dichotomy not only cannot be sustained, it cannot be initiated. One begets the other. To separate the two would beg the question "Why are we doing this?"

Who is the father of the public administration?

Woodrow Wilson is the father of public administation. Wilson's basic difficulty was how to reconcile the differences in notions of democracy (popular rule) and the systematic rules. To do this he says there are two spheres: "Politics" and "Administration" Politics = choices of government are made by the elected and Administration = carries out the choices by the (popular consent) free of political meddling> "politics-administration dichotomy" Wilson says that Administration is for the most part separate from Politics, he also says the administrator to the politician relationship is not exactly a Will to Deed relationship because the administrator has a will of his own-how he will accomplish his work. The administrator is not a mere passive instrument. Administrative study is based constitutionally in one respect, according to Wilson, concerning the distribution of powers. If administrative study can determine which powers should go to which administrators without hampering the authority (splitting it into shares), the responsibility, and also not obscuring the power (who gets praise or blame for actions) then the study of administration has done an invaluable service. Public opinion should play the part of and authoritative critic in the conduct of administration
