There should be some separation but not a complete separation between public administration and people. The workers in public administration are working for the people. However, they are working under the direction of the elected officials. Their job assignments must be clear. If the politicians have determined that one project will be done and another will not, that is what the public administrators must do even if it is a totally stupid decision. There is no way in our system to separate such a decision from politics.
