This is not unusual, and is not a reason for the pro-Republican or pro-Democratic county to secede. Unfortunately, due to gerrymandering, sometimes the people in the minority county feel their vote doesn't count, but times change, and redistricting often occurs; plus, states can change from red to blue or from blue to red, as we have seen in recent elections.
