No, i don't think so. It can harm us human beings and might cause a virus and kill us all :D They have to--the first time they try a new procedure on a human being, it is by definition experimental.

Of course, they can reduce the possibility of harm the first time an experimental procedure is performed on a human by carefully researching the theory of the thing, trying it on animals, and practicing on cadavers. Most medical procedures go through rigorous approval processes before they are first performed.
