You wouldn't be issued anything before attending basic, except in the case of the National Guard. Before you leave for BCT or OSUT, you'll receive a packing list of what to bring. The only thing you'll receive from the military before you ship out will be your paperwork from MEPS, and some soldiers receive a card identifying them as DEP enlistees.
