Puerto Rico is part of the US and has been since 1898. Should it become a state? That is up to the people of Puerto Rico to decide. In three votes, the people of Puerto Rico have overwhelmingly stated they want to be part of the US, but the vote is split with just a slight edge of the voting public voting for some sort of territorial status over statehood. The current Governor of PR (Luis Fortuño) is trying to have another plebiscite scheduled for 2012.

A star representing Puerto Rico would be added to the US flag only if Puerto Rico were to become a State in the Union. At present it is a self-governing territory of the United States, not a State. The option to seek statehood has failed to win a majority in several plebiscites held in Puerto Rico, so, for the time being, there will be no star representing Puerto Rico.

Well, Puerto Rico is a US territory... you make the math. Puerto Rico is not poor, but is not rich either. If Puerto Rico become a state of the Union will become the poorest state. But if we compare with other contries around PR, PR is way above them.
