Yes a 12 year old can go out with a 14 year old because it is only a 2 year difference. But it does also depend on if either of the two get an unwanted extra amount of attention from the world due to being famous. Then it would not only depend on the couple but kind of the world because they could have a little problem with it. And the parents could to.

No. If the boy is 14 his hormones are out of control at this period of age. The girl might make a mistake and have sexual intercourse with him and if things take a turn for the worse she might get pregnant or people might find out and he could get in serious trouble he is old enough to be trialed as an adult and be forced to become a registered sex offender. Even so a 12 year old shouldn't be going out with a 14 year old. She should stick to her own age group.

For boys, those are generally worlds apart as years go. I have all boys and the difference between their ages at that point was difficult. At 15 there was alot more manipulation and using the younger ones as the tools to get and do things. If the boys in question are not related and are unsupervised, I'd say "Err on the side of caution." Twleve year olds are willing to do most anything to win the approval of the teenager. This generally works out badly.
