Almost all boys and girls get hair sprouting around the anus, sometimes starting as early as 13, more often around 14-16. In some (more often in boys than girls), the hair spreads into the cleft between the buttocks, in others it doesn't.
As a separate development, some boys get fuzz, then real hair, growing on the cheeks of the buttocks, some time between 13 and 17. There's a wide difference between indiviudals. With girls, a bit of fuzz on the buttock cheeks is fairly common, real hair much less common, but not abnormal.
