There is no rule that you cant be friends with someone who is not your faith. "Spending time"- as in dating; that's another story. Again, you are free to do as you please, but The Bible admonishes us to "not become unevenly yoked with unbelievers"- it would be kind of hard for you to be a JW and date someone of another faith- your beliefs may clash- especially regarding holidays, relationships, children, etc. That applies to being friends with someone as well. "Bad associations spol useful habits" says the Bible. So it's really up to you- use your discretion.
