I would guess that it doesn't affect the procedure when being put down, so it wouldn't matter. but you could make it's last moments enjoyable with giving him his last meal?

Definitely don't put him down. If the dog's owner can't handle him, he should take him to a local dog rescue group or the humane society. They have trainers there who know how to work with aggressive dogs, and they'll be the best ones to decide what to do with him. Sometimes (especially if the dog is young) they can be turned around with the right training and will be excellent pets in the future. So at the very least give the dog to someone who is a professional handler to see if they can make a difference before choosing to put him down.
Firstly as some one said before you have to look at both sides. But a dog should be on a lead when being walked for health and safety reasons and if it was a professional service then legal action should be taken. And if you choose to either sue the sitter or the neighbour then it is your choice, but it's really not the neighbours fault unless they purposly ran your dog down.
