Never heard of a freon adjustment. The AC system is a closed system, the refrigerant will not increase the amount it has in it, and the only way you will need to add more is if there is a leak in it. Unlike motor oil it does not need to replaced after so much usage. There could be a few different things that could be wrong with your system. I would first check with your friends and neighbors and find a reliable mechanic who is a little more versed in the AC system then the one you have spoken to already. You could have a blender door that is not opening and closing correctly. Depending on your car this is either an electrical function or one done by vacuum.
