I understand this is a controversial subject, because for many people, talking on the phone while driving is so convenient. But it is also dangerous. There are many reports of distracted drivers getting into accidents, or nearly hitting someone because they were busy talking and were not paying attention to the road. I have had friends in bad accidents with their children in Texas and California because of cells.
Two officers were not joking when I spoke with them- distracted driving is a major problem these days. While many people believe they can do two things at once, there is now a lot of evidence that talking on the phone while driving takes away the driver's concentration. Thus, I would agree that talking on the phone should be reserved for an emergency or pull over safely. Would you eat a full course meal while driving? When driving, concentrate on the road and on what other drivers are doing.
By virtue of operating in certain countries, they have effectively banned cellphone usage in those countries, since such usage is illegal in several. To list all of them would be very difficult and possibly neverending.
