Since a treaty is a contract between nations, it should be honored as such; if one nation fulfills the terms of the treaty, then the other nation (or nations as the case may be - some treaties involve multiple signatories) should do the same. If nations do not honor their contracts, this sets a poor example for their citizens and their own personal contracts.
