It depends. If they are at zoos they need to be kept in cages. In the wild you should set them free, let them roam, live their own life.
In some cases, it is for the animals protection. For example, if they have caught a tiger that they wish to move to a safer habitat, having the tiger in a cage makes it safe for both the animal and people. Or if it is injured, and should be kept still as possible for healing purposes, it is better they have a confined area. But this should not be for the rest of the animals life. Animals were never meant to be in cages, they were meant to live on earth as humans are. i completely disagree i think animals should run free without fences or people live a life freedom

Tigers are the only animals that would sometimes prey on adult asiatic black bears.
No. On the game, you can't put different species into the same areas (cages). I tried.

Other Tiger's and some bears.
Probably tigers. Bears are strong, but tigers have great speed and dexterity. They are not weak animals either. tigers and bears do not live in the same habitat, so that won't happen and a tiger wouldn't pick a fight with something that's 7 times bigger than it. Fights have been arranged between Grizzly bears and all kinds of other animals. Including lions and tigers. In every instance the bear has won.
