Having lived through the last four years of drought I truly understand the result of lack of water. This year we have gotten plenty of rain and snow, but our water table needs to be replenished. This will take several more years of rain and snow. Yes, the state and community should be able to set watering rules. The price of our water has gone up, farmers are getting only about 30% of the water they need, and crops either aren't grown or replaced. The price of food has gone up because of the lack of water and there are some towns that have no water. We have to set long term goals concerning water and make plans for saving water. This takes the government to do the work for everyone.
