Many, possibly even most, people would say no. However, there's a fairly wide range of opinion on what exactly constitutes "cruelty".
For example, is it "cruel" to conduct medical experiments on animals to save human lives? How about for non-life-threatening diseases/disorders? How about for cosmetics? Is it cruel to hunt animals for sport? For food? How about raising animals for food, or fur, or leather? Is it okay if the animals are treated well during their lives and killed as painlessly as possible, or is that still cruel?
On the one hand you've got groups like PETA; on the other you've got people that don't see anything wrong with, say, bullfighting. Or dogfighting.
In short: what you mean by cruelty may be quite different from what someone else means by cruelty, so a simple, short answer doesn't really tell you much. (Well, unless the answer is "Go go animal cruelty yay!" in which case it doesn't matter a lot exactly where the line between cruel/not-cruel gets drawn.)
