Nope! that's like making a small child work. you should certainly keep them occupied with ground training and manners, but riding, driving, and breeding should wait until the horse is fully grown. Riding them at age 3 is fine... no jumping til at least 6 or 7 when their bone plates have finished forming
A horses underline is the 'under carriage' portion of the horse. Basically it's the line that the horses stomach/barrel makes, just as the topline is the horses back and hindquarters. A horses underline should be longer than it's topline.

Yes it is OK for horses to be out in the pasture while it is raining. There should however be some sort of covering for them to stand under in case of heavy wind and downpours. It is a little different in the winter when horses should be protected with waterproof rugs .
Small horses, meaning those 14.2 hands or under are typically referred to as ponies. There are however specifically bred 'Miniature' horses.
