For these horses a mare motel or a 3 sided shed may be more comfortable for them. If your horse does not mind the stall and you don't mind cleaning the stall, then yes I think it is best to put them in a stall. The stay dry, and warmer. A horse outside in the weather uses a lot of energy just trying to stay warm. Sometimes they will need more food, and richer food like grains and oats.
