It does not need to be refrigerated if it is in a sealed container (prior to opening the container the first time). However, when the seal is broken, the jelly can potentially grow mold and bacteria.
So, technically, no it does not have to stay cold all the time. But if you are not eating it a relatively short time frame, the jelly develops mold and bacteria contaminants fairly quickly depending on conditions since it is an ideal growing environment (all the sugar).
Ideally, colder environments are less conducive to bacterial growth, hence, the reason for putting food in the fridge. But if you wanted to take it on a picnic or something it shouldn't hurt anything.
