This may be covered in your lease agreement. If it's not then more than likely you are expected to change ordinary light bulbs. You could ask your landlord politely if s/he replaces them but you probably don't want to become an annoyance about it. If it is a bulb in a supplied appliance (microwave, refrigerator, etc.) I would ask if he changes such bulbs. He may want to in this case in order to avoid damage to the appliance.
