Not from the perspective of the "government head being removed." They tend to oppose such actions.

Like, Hitler, for instance... Napoleon, Saddam Hussein, etc.

In such governmental surroundings, however, it usually takes a substantial war... sometimes of a global nature... to do it.

Since this question is categorized under "The Bible"... it must be asking the Bible's perspective. And it just so happens that that is what the Bible points to for the governments of the world, all their leaders... as well as Satan the Devil, who owns all the governments of the world [see Matt.4:8-9].

Satan doesn't appreciate that his days are short as world leader:

"...Woe to the inhabiters of the earth and of the sea! For the Devil is come down unto you, having great wrath, because he knoweth that he hath but a short time." (Rev.12:12)

And when Jesus finally returns at the "seventh" and "last Trumpet"... the heads of all the nations of the world will assay to fight Him:

"...the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of His Christ: and He shall reign for ever and ever... AND THE NATIONS WERE ANGRY..." (Rev.11:15-18).

They will not appreciate the threat Jesus will pose to their continuation as government leaders.

"...the ten horns which thou sawest are ten kings, which have received no kingdom as yet... these... shall give their power and strength unto the Beast. These shall MAKE WAR WITH THE LAMB, and the Lamb shall overcome them: for He is Lord of lords, and King of kings: and they that are with Him are Called, and Chosen, and Faithful." (Rev.17:12-14)

As for the "right" of removing governments... with men, it usually comes down to whether or not, and how badly, a given society's continuation is threatened.

If man can be said to have "one instinct," it has to be that of "self-preservation"... his "right" to go on living [no matter who else gets killed in the process]. From a society's perspective -- the right to continue as a society.

As for "God's rights" -- He is the Creator of the universe, and has every "right" in the universe to do with it whatever He wants!!!

And the whole Bible is about His plan to give man's governments an allotted period of time [6000 years] to understand that his "Satan-designed and guided" government systems are wicked... and fall exceedingly short of the glory of God.

It was always His "right" to come up with this plan for His creation, that they might learn where their Godless [lawless] governments lead them. The Bible informs us that the heads of man's governments [with all of their end time powers of destruction and false religions] are leading the whole world to its untimely end, if He doesn't step in to "remove them altogether"... and prevent the earth's demise.

"And except those days should be shortened, there should no flesh be saved: but for the elect's sake those days shall be shortened." (Matt.24:22)

What the "right" of men... or God... have in common regarding this question, however, is the "POWER" each possesses to pull it off.

In the case of Saddam -- America had the POWER to remove him... and it was RIGHT in their eyes.

In the case of Hitler -- the world had the POWER to remove him... and it was RIGHT in the eyes of the world.

And in the case of Bible prophecy, and the future removal of all of man's governments from power -- GOD HAS THE POWER to remove them -- and IT'S RIGHTEOUS AND JUST IN HIS EYES!

"...THEN shall appear the sign of the Son of Man coming in the clouds of heaven with POWER and GREAT GLORY." (Matt.24:30)

"...in the days of these kings shall the GOD OF HEAVEN SET UP A KINGDOM, which shall NEVER BE DESTROYED: and the Kingdom shall not be left to other people, but it shall BREAK IN PIECES AND CONSUME ALL THESE KINGDOMS, and IT SHALL STAND FOR EVER." (Dan.2:44)

"...the Great God hath made known to the king [and all the future governments of man] what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure." (verse 45)

This has always been God's "right"... and it has always been His plan:

"...Jesus came into Galilee, PREACHING THE GOSPEL [good news] OF THE KINGDOM OF GOD, and saying, The time is fulfilled, and the KINGDOM OF GOD IS AT HAND: repent ye, and BELIEVE THE GOSPEL [good news]." (Mark 1:14-15)

God has always reserved this "right" unto Himself, regarding the future removal of all the heads of all the governments of the world -- including their god.

"...they worshipped the Dragon which gave power unto the Beast: and they worshipped the Beast..." (Rev.13:4).

"...And he laid hold on the Dragon, that old Serpent, which is the Devil, and Satan, and bound him a thousand years, and cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled..." (Rev.20:2-3).

But with unrighteous man, it's always been more a matter of "self-preservation"... not so much his "right."
