It should not. Some narrow-minded people think it should, because of its language and the moral (right and wrong) questions it raises.

In the past books have been inappropriately banned in order to keep the people as ignorant as possible to control them better. Other reasons might be that those in authority are fearful that others would be offended in some way or that the book would incite some sort of negative reaction or behavior.
