Of course not! Students should be learning and paying attention to the teacher, not sending silly messages to their friends.

Yes, but not in class when there is teaching going on. I tell students to have their conversations on their time not mine. When students are talking in class when instruction is going on they are taking away the right of another person in class to learn. So, keep your conversation to lunch, breaks, or after school.

yes because it helps students come prepared to class. it also helps students not to make excuses like i left it in my backpack.

Yes it should. Teachers need to be able to discipline their students. Do you see how kids act in class rooms now days? Instead of getting the principle teachers should be able to discipline their students if they act up. Also the kids should be given a second chance, do not act quickly.

The Question about anything that students can or can't do should be seen through this lens, does it distract from learning? clearly two students making out in the middle of class does distract from learning however at lunch or in the halls between class, that's fine it doesn't harm any one and doesn't distract from learning.
