No. The state tells the schools how many minutes, hours, days, and weeks in the school day, month and year. If schools don't meet this the school has to make up the lost time or days. They are very picky and even count the time between classes, and the number of seconds in the school day. So, with a longer lunch students would have to stay later in the day. A longer lunch period would also result in greater problems with staffing and some students would soon find themselves in trouble when they have nothing to do.
Probably. There are quite a few things wrong with the school curriculm in the US today. If that change alone would improve academics I would favor it. I would also favor adding to the length of the school year and the school day, mandate tougher courses, eliminate most extra-curricular activities, add a heavy dose of physical activity while cutting sports and adding arts. Perhaps school uniforms and single-sex education is extreme, but more discipline is essential. Other countries are producing a better product, and the US must prepare a student able to excel in both college and society.

Yes, students should have longer passing periods because they need time to do their own thing and be rushed to get to class. Going to their locker is a basic need if you have your materials for your next class. Bathroom breaks are needed because getting up in the middle of the class and needing to go to the bathroom can be really disturbing and can cause students to miss out on very important education. Far away classes always happen. During passing period all the students are in the halls pushing and trying to get through and the other students are just pushing and shoving which can cause all of the other students to be late to class. Getting punished for getting to class late is also something that all the students never want. All schools should have at least 7-8 minutes for passing period.
