YES! It's up to them if they want to learn!

Kids survived for hundreds of years without them, so they clearly don't NEED them DURING school. It is, however, extremely handy for them to have them to use before and after school to call for forgotten homework, or arrange pick ups when they miss the bus. DURING school they are just a major distraction - to the student and those around them - that interferes with what they are supposed to be doing at school.
