To understand how puppy mills got their start in Canada it is best to have at least a basic understanding of how puppy mills got their start in the first place. To the best of my knowledge puppy mills got their start in America. In 1884 the American Kennel Club was founded. At that time, pure bred dogs were considered to be a symbol of one's status and were owned exclusively by the wealthy. However due to the post war boom of the late 1940's people began to have greater amounts of leisure time and disposable income. Because ownership of a pure bred dog was still considered to be a sign of wealth middle class Americans began to insisting on owning purebred dogs. At this time farmer in the Midwest were seeking alternative croups and that combined with a growing demand for purebred dogs marked the start of commercial breeding and it wasn't a far jump between commercial breeding to puppy mills. The concept of puppy mills probably began slowly trickling over to Canada from that point on, however while in the United State laws are slowly put into place to control puppy mills Canada's cruelty to animals act has largely remained unchanged since it's inception in 1892. Canada's cruelty laws do not protect mill dogs unless they are in terrible condition. Also the Canadian government does not regulate commercial breeders as is done to some extent in the US, so they can not even be tracked, there is no way to know who they are or what they are up to. I suspect that as regulations on commercial breed tighten in America, puppy mills will become all the more prevalent in Canada.
