You will get warm instead of hot water. There is a tube inside the tank on the cold side that goes to the bottom of the tank and the hot comes directly from the top. Reverse them and you are going to get the cold water that settles to the bottom of the tank. It will not hurt the tank or anything, it just makes for poor hot water.

Normally when the cold water is injected into the bottom of the tank (through the dip tube) it will displace the entire tank full/column of hot water out through the top of the tank before the cold water gets to the top.

If you have a leak on the hot water somewhere in the house and the water input into the tank is not running, the tank will lose it's water. And if it is an electric tank, the elements will burn out. Gas hot water tank should be no problem. Pressure valve does not have to be open.

It sounds like one of the elements inside the water tank is not working. There are two electric elements in and average size water tank. One at the bottom and one at the top. These two elements cycle between each other but only one is on at any given time when calling for hot water. Water that comes into a HWT looks like it comes into the top but there is a pipe inside the tank that delivers the water to the bottom. When the tank thermostat senses the cold water, power is applied to the elements, be it the top one or the bottom one. Because you have enough hot water for a shower I would guess that the top element is working but the bottom is not. The incoming cold water is not getting heated. When the top element is hot enough it should switch to the bottom element to start heating the water in the bottom of the tank. Sounds like this is not happening.
