Like many such issues, the opinions for and against are many, varied and strong. One of the best compromises for the death penalty is that it must be reserved only for those crimes which most oppose morality and law, and for which the public is justified in expressing its outrage via capital punishment.

Thus while using it on every person who happened to kill someone else regardless of cause or remorse is obviously not necessary or justifiable, someone who blew up a plane killing hundreds or who raped and murdered several young children would (in most people's opinion) more than deserve a death sentence.

There cannot be one answer to this question. If one says Yes, it could provoke people to question the legitimacy of the Law as regards its principles of forgiveness and mankind. Likewise, if one ventures to say No, it would cause severe depression among those who seek justice for the crimes committed on their loved ones or kins.

The death penalty is a concept that is ridiculous in itself. for one thing it is not a penalty if the the one to be penalised stops existing. The concept of death may be frightening to some, however as history and present day reveals it is not frightening to many others, especially those that are not bothered with killing others. Besides treating life as something that is negotiable should be discouraged especially by the law of the land. If the government can find reasons for killing people, then it stands to reason that the ordinary man on the sreet can reason the same way. It is a bad example. In any case it has long since been shown that in country's that have the death penalty there is always a higher murder rate. herefore it also stands to reason that people would be ill advised to recommend the death penalty as they would be more likely to be murdered themselves as a result, or even falsely executed.

In a federal crime is the death penalty allowed regardless of what state the convicted is from?

Yes. It doesn't matter where you are from for the death penalty to be allowed, example you are from a state that doesn't have the death penalty and kill someone in a state that does. You can be put to death in a federal court (treason, killing a federal officer, and more) regardless of your state residency.
