Yes it should. Just like no one can force her to abort against her will as well.
if you were to decide whether to terminate this project, what would be your decision be? justify your position
There is no medical reason to have an abortion if you get pregnant with an IUD in place. The IUD should be removed regardless of your decision. At that point, you can continue or terminate the pregnancy, but there's no need to be concerned about continuing the pregnancy if that's what you want to do.
This is a question that should be discussed between you and your partner. If you feel that it would be better for you physically, monetarily, and/or emotionally to terminate the pregnancy, and you are in a state where abortions are legal, there are services available to you. If you wish to seek counseling, you can also contact these services. You can find a health center here http://www.plannedparenthood.org/ (Disclaimer: It is my personal belief that it is the woman's choice whether or not to terminate a pregnancy, regardless of relationship status or family situation. You should discuss this with your partner and make a decision regarding it. Although I do not promote lying, if you still feel, after discussion, that you should terminate the pregnancy and your partner does not, you can, and treat it as a spontaneous miscarriage. Again, I DO NOT suggest this course of action, but it is available to you if you feel it is the best path. You and your partner should come to your own decision.)
If you mean when is it too late to medically terminate a pregnancy, I believe it depends on the situation. If this is a personal decision not based on medical reasons, then I believe it is 12 weeks (first trimester) although sooner is better (not something to be put off unless you were not aware of the pregnancy). If this is for medical reasons due to problems with the fetus or mother, then I believe there are options further into the pregnancy. For example, some older women chose to have an amnio test to look for problems which cannot be done until the 4th month of pregnancy. If a potential chromosone problem is found, the mother can chose to terminate the pregnancy at that point (which is later than if it is a personal choice). I believe there are always options based the situation, speak with your doctor.
HUD does not give any termination notices to tenants. Any decision to terminate your voucher is rendered by the local Housing Authority. The time length of such notice depends on the reason why the decision has been made to terminate your voucher -- generally 30 days.

Gitlow vs New York was a revolutionary decision because it stated that speech is protected as long as it does not advocate violence. This freedom even applied to people wanting to eliminate democracy or over throw the government.
The case you are referring to is Roe v. Wade (1973). In this landmark decision, the US Supreme Court held that a woman has a constitutional right to have an abortion, but the right is not absolute. The court recognized that the state has an interest in protecting the potential life of the fetus, and so the right to an abortion is subject to strict scrutiny and can be regulated by the state in certain circumstances as the pregnancy progresses.
yes
The citizens of a the country can influence decision making
Why would one do such a thing? Lying does not solve or get you out of a problem or decision.
