Answers website is for answering questions in accordance with Answers guidelines. It is not a website where you can debate a topic back & forth. I assume you haven't read Answers guidelines so here are some the basics:
You are not to do any of the following when asking a question.
- Spamming and vandalizing the site.
- Venting, passionately debating and flaming.
- Belligerently preaching and forcibly imposing your opinions and beliefs upon others.
- Cyberbullying and harassing other contributors or individuals who do not participate on Answers.com.
- Using obscenities and insults.
There are more guidelines for blocking an IP address. If your IP address was blocked then you must be violating some of Answers guidelines. Not once but repeatedly violated the guidelinesand you were warned of your inappropriate questions. Here is Answers statement for blocking:
'Only block contributors who have repeatedlyspammed, vandalized or inappropriately used the site tools for harming Q&A's and other contributors.'
'Also, send a warning before blocking. This is not only a courtesy, but a second chance for users who may be new to the site or new to the web in general. Many contributors have simply never participated in an online community before or have never been introduced to the Community Guidelines or Etiquette.'

You can pay for dns blocking or opendns does a free blocking filter. You could also edit the dns cache list lmhosts to point to an invalid ip address. But unfortunately there is no way to permenantly block a host all these methods are revertable. no changing, ive blocked it!
